Job Purpose

To undertake technical activities associated with interference complaints and resolution, including receipt, investigation, and resolution. Additional responsibilities include calibration, updating equipment inventory, and maintaining monitoring equipment.

Primary Tasks and Responsibilities

1.         Participate in the operation of a 24hrs/day and 7days/week spectrum monitoring system.

2.         Investigate and resolve reported cases of harmful interference following the department's frameworks.

3.         Investigate and prepare reports to facilitate enforcement on illegal or unauthorised radio stations/installations to prevent harmful interference to existing licensed radio stations.

4.         Proactively undertake spectrum scans to monitor, identify and resolve cases of spectrum interference.

5.         Perform regular testing, troubleshooting and scheduled and unscheduled radio frequency monitoring equipment maintenance.

6.         Support the development and implementation of radio monitoring strategies, programs, and procedures for optimal radio spectrum utilisation in Uganda.

7.         Maintain flexibility to accommodate any other duties assigned by the line supervisor from time to time.

Key Performance Indicators

1.         Uptime achieved for the 24/7 spectrum monitoring system.

2.          Interference cases resolved within the established resolution time.

3.         Quality/completeness of investigations on illegal operators.

4.         Frequency of spectrum scans.

5.         Mean time between failures of monitoring equipment.

6.         Status of calibration of measuring equipment

Education and Professional Qualifications

Bachelor's degree in telecommunications, electronic, electrical, radio communications engineering or a related field.

Working Experience

·           Minimum of two (2) years of experience in radio frequency planning or radio frequency communications in the telecommunications and/or ICT sector.

·           Membership with the Uganda Institute of Professional Engineers (UIPE).

Skills, Knowledge and Abilities

Technical

·           Technical knowledge of radiocommunications operations/engineering especially radio wave propagation theory and radio channel characteristics.

·           Ability to perform assessments and inspections under guidance.

·           Proficiency in computer and analytical skills

·           Detail-oriented and systematic in troubleshooting and thus identification of root cause fixes.

Behavioural

·           Demonstrates high tolerance for change, complexity and unpredictability in a fast-paced environment.

·           Excellent communication skills (written and spoken) and openness in sharing information.
